A funding rule without a rulebook
Europe's solar industry is asking Brussels for clarity. In April 2026 the European Commission decided to refuse EU funds to solar and storage projects that use inverters or power conversion systems from countries it classes as high-risk — identified as China, Russia, Iran and North Korea. Industry body SolarPower Europe now says the absence of written information on the justification and scope of that decision is causing project delays and "deep uncertainty" across the sector. The scale of what is affected
The stakes are not small. Analysis by Wood Mackenzie estimates the funding restriction could touch up to 14% of the EU's solar demand between 2026 and 2030 — more than 28 GW of inverter demand. SolarPower Europe has asked the Commission to publish clear written guidance on the scope of the decision, to carry out national impact assessments, and to pair the restriction with real support for European inverter manufacturing so that compliant supply can actually meet demand.
Why this reaches beyond inverters
For developers and EPCs, the practical lesson is bigger than one component category. When funding eligibility starts to depend on where a component comes from, procurement teams begin asking the same questions across the whole bill of materials: where is it made, what is the material origin, and is the documentation complete enough to survive an audit? The mounting structure is not covered by the inverter decision, but buyers increasingly expect structure suppliers to answer with the same transparency — material grades, coating class, design standards and test references stated in writing.

Uncertainty in one part of the supply chain is also an argument for locking down the parts that have clear rules. Steel and aluminum mounting systems for rooftop and ground projects can be specified, documented and scheduled today, and complete fastener and accessory scopes avoid late surprises when a project's funding review finally clears.
