What is being procured
Witney Town Council is seeking expressions of interest from qualified installers for carbon-reduction works at Windrush Cemetery Depot Building. Scheme 1 is the installation of solar PV panels at the Oxford Hill site; the published EOI runs from 2 to 23 September 2026.
Why the mounting scope needs early definition
For a depot roof, the installer needs more than a panel count. Roof construction, condition, available zones, drainage, attachment or ballast approach, fall protection, cable routes and isolation access all affect the buildable PV layout. These interfaces should be confirmed before the final racking and module schedule is ordered.
Buyer impact
EPC and installation teams should document the survey, structural load reserve, wind and snow basis, waterproofing responsibility, fire access, module dimensions and electrical single-line. If roof repairs or efficiency works share the site programme, sequence and access responsibility need to be assigned clearly.
