What is being procured
The City of Busselton has called RFT26-020, Undalup Solar Expansion, for a suitable supplier to design and install solar panels and batteries at five City-owned buildings: Geographe Leisure Centre, Naturaliste Community Centre, the City Administration Building, Busselton Jetty Interpretative Centre and the Underwater Observatory. The notice says tenders close on 2 October 2026.
Why a portfolio needs site-by-site mounting data
One procurement does not make five roofs identical. Roof construction, age, drainage, usable zones, fall protection, wind exposure, cable paths and switchboard locations can change across a public-building portfolio. A repeatable survey template helps the buyer compare bids while preserving the site-specific engineering that a buildable mounting layout requires.

EPC teams should establish which party owns structural verification, waterproofing details, isolation and battery-room interfaces. Bid packages should distinguish common standards from building-specific constraints, including module dimensions, roof fixing or ballast strategy, corrosion exposure, fire access and the route from array to inverter and storage equipment.
